Title: Proposal Development Consultant

Location: Hybrid position will work in office 1-2 days per week.

Candidates must reside within 50 miles or 1-hour commute each way of a relevant Elevance Health location.

The Proposal Development Consultant is responsible for developing responses for complex RFPs/RFIs and surveys received by sales personnel from major consulting firms as well as directly from employer groups.

How you will make an impact: 

Primary duties may include, but are not limited to:  

  • Conducts initial review of RFPs/RFIs and surveys to create a project plan for final deliverables.
  • Organizes and participates in strategy meetings with Sales/Account Management personnel to determine the strategy and sales emphasis of each proposal.
  • Writes and proofreads final deliverables.
  • Independently manages each project to completion including, but not limited to: engages in ongoing communications with Sales/Account Management, Underwriting and other subject matter experts to review proposal options and changing conditions.
  • Researches and gathers information internally and externally.
  • Obtains and develops supporting materials and documentation required by the account.
  • Partners with the creative staff in choosing appropriate artwork for final deliverables. and oversees and directs the production staff to produce all necessary materials by the predetermined deadline.
  • Oversees the entire hardcopy production process ranging from ordering covers to final quality review and sign off.

Minimum Requirements: 

  • Requires a BA/BS degree and a minimum of 5 years of related experience; or any combination of education and experience, which would provide an equivalent background

Preferred Skills, Capabilities and Experiences: 

  • Experience responding to RFPs with questionnaires most notably in the healthcare industry is highly preferred.
  • Experience and knowledge writing RFPs for public bids including coordination of terms and conditions, redacted responses with legal review, coordinating hard copy production strongly preferred.
  • Strong technical and custom writing skills, as well as grammatical and editing skills; this includes the ability to write about different brands or products in a unified voice and effectively translate verbiage from SMEs into compelling prose is strongly preferred.
  • Experience and knowledge of Qvidian, Ombud, RFPIO, or other Questionnaire, and Proposal Automation Software strongly preferred. 
  • Experience interacting confidently with key stakeholders, as a subject matter expert and comfortable with negotiating and influencing decision-making preferred.
  • Excellent written, oral, presentation and interpersonal communication skills with the proven ability to negotiate expectations between multiple parties preferred.
  • Proficient of Microsoft Office products, most notably expertise in Word, Excel, PowerPoint, Teams, and Outlook strongly preferred.

For candidates working in person or remotely in the below location(s), the salary* range for this specific position is $82,720 to $129,720 annually.
 

Locations:  California and Colorado.
